PROTEST DHARNA IN KOLAR ON 20.12.2012 TO OPPOSE EXCESSES OF THE ADMINISTRATION!

Dear Comrades,
As unanimously decided in the Circle Council meetings of Tumkur and Bangalore South FIRST PHASE programme of DHARNA - A MASSIVE PROTEST DHARNA is organised at KOLAR, in front of Kolar Divisional Office on 20th December,2012.

It is the programme to condemn the anti worker attitude, anti-NFPE attitude of the administration.

It is the programme to demand justice as innocent and hard working officials are harassed, humiliated and tortured by the administration and their agents.

It is against the FAILURE OF THE OFFICIAL MACHINERY OF KOLAR ADMINISTRATION.  Once a topper in the Business, Kolar is now in the bottom.

It is high time that administration should admit TRUTH and TAKE our views for better tomorrow!

Sub: Memorandum of problems, demand for immediate settlement by democratic means – Notice of Dharna.

The Joint Circle Council meeting Bangalore held on 09.10.2012 unanimously adopted many resolutions.  A few resolutions among those have been again deeply discussed at length in a joint meeting of the above unions held recently and decided to serve a notice to the divisional administration for immediate remedial action.  We are of the firm opinion that the issues raised here in would be appreciated by the administration and action will be taken to the best satisfaction of the staff and the administration as well. 
THE ISSUES:
1.      Despite our urge to resolve unjustified disciplinary action, suspension and put off duty etc., the administration is very much adamant and maintaining stony silence over the damage caused to the staff.  To cite a few examples: Sri.E.Jayashekarappa’s suspension was unwarranted and illegal too.  In fact the inspecting officer Sri.Govindaraj, IP, Chintamani subdivision has harassed him during the visit and obtained his say under threat and coercion. Even though there was no fraud, no misappropriation of govt. money on the part of the official Sri.E.Jayashekarappa, the SPM Dalasanur order of suspension was forced on the official, which is most unfortunate.  Earlier the same matter was enquired into and it was decided to transfer him to facilitate free and fare enquiry which was more than sufficient.  After getting the money credited to the department, subsequent NREG payments made by Sri.Govindaraj IP and the present officiating SPM (also a relative of IP Govindaraj) was also  not as per rules and the guidelines on NRGE payments.  This is not being enquired into despite our urge in the monthly meetings and in various informal meetings.  There is a public complaint too with regard to the irregular payments.  Even after 4 months the matter is not settled and lasting damage is caused to the official who is innocent, hard working and known for his sincerity/humble nature.  Similarly in another Case Sri.C.N.Veerabhadrappa, Circle Vice president and divisional Treasurer, presently working as GDSMD, Chaldiganahalli a/w Dalasanur has been put off from duty for the reasons best known to the Inspector and the inspector Sri.Govindaraj is being shielded by the divisional administration for his wrong doings.  It is already 4 months over and put off duty is continued against the rulings of the subject that enquiry if any should have been completed within 45 days from the date of put off duty.   We demand immediate revocation of suspension and put off duty orders in the interest of justice and fair play.  For, the members are agitating over this inhuman action against innocent officials.
2.      Irregular direction attaching delivery work to BPM and sparing the services of GDSMD for RPLI work.  There is no such instruction either from the higher authorities and the action amounts to exploitation of staff without any compensation.  The GDS officials are not supposed to work beyond 5 hours.  We urge upon the administration to stop such practices forthwith.  Without affecting public work and with least inconvenience to the staff our division has achieved targets before and the staff are to be taken into confidence for the good of the department and the member of public who are our masters. 
3.      Excesses of the divisional administration:  Attitude towards subordinate staff, especially GDS not conducive. Here, all are government servants and there is no master and servant relationship in government service.  Every one is having his own role and responsibility to play as an employee, with limitations too.  The derogatory remark passed by the SSPOs, Kolar against GDS during recent Strike is highly objectionable and should be avoided.  The GDS are the back bone of rural postal net work.   We oppose ill-treatment of staff by the divisional administration and the subordinate IP, particularly Sri.Govindaraj who is instrumental for many misdeeds – himself facing criminal case, repremanded. 
4.      Harassment to staff by not granting leave, compelling hard workers to work more and encouraging shirkers and frauds.  Allowing antisocial elements in the office after working hours to be stopped forthwith.  The administration is not transparent and working like an agent to the disgruntled FNPO faction which is in minority because of such anti worker attitude.
5.      Failure of government machinery – monthly meetings with union mere formality, not delivering goods: Avoiding fruitful discussions on the issues raised, deviation from the subject by unwanted talks etc., are common and members are frustrated and agitating over the attitude of the divisional administration. 

In order to end the unjust and unfair activity of the administration it is decided to hold a protest DHARNA in front of the divisional office, Kolar on 20.12.2012.

Further course of action as deemed fit would be taken in the meeting on 20th Dec,2012. 

Hoping favourable response, that is SETTLEMENT OF ALL THE ABOVE ISSUES TO THE SATISFACTION OF THE UNION in the best interest of the department/public and the staff.
